The York County Literacy Council (YCLC) is a private, 501c3 nonprofit, human service organization that provides classes for adults in York County, who are not able or are significantly limited by their inability to read, write, perform basic math functions, speak and comprehend English. Instruction ranges from pre-literate to preparing to pass the GED/HiSET® exam and for those seeking to earn their High School Equivalency credential in the state of Pennsylvania. Health literacy, computer literacy, financial literacy and workplace literacy are also taught in classes and through workshops.

York County Literacy Council trains volunteer tutors to provide one-to-one literacy tutoring to adult students. YCLC works with both native born and English as a Second Language Students.

YCLC offers High School Equivalency classes to instruct students as they work to pass their GED/ HiSET® exam. Beginning in May 2017, the York County Literacy Council extended its services to become the HiSET® High School Equivalency (paper-based) test site in York County.  YCLC also provides literacy services on a contract basis to employers and other partners.  It is estimated there are approximately 40,000 adults in York County who are functionally illiterate.
