The York County Economic Alliance (YCEA) drives York County’s Economic growth by
leveraging the collaboration, resources, and expertise needed to create sustained prosperity for
our community. Established in 2022, the BLOOM Business Empowerment Center, an emerging
Community Development Finance Institution established by the York County Economic Alliance,
provides capital, education, networking, and opportunities to small businesses across York
County.
A little about the position:
This position supports BLOOM’s small business lending and outreach by guiding entrepreneurs
through intake and loan application process, supporting credit/financial review, tracking portfolio
activity, and building strong referral partnerships. Through this position, you will provide
administrative support for financing activities, including loan/grant documentation, compliance
tracking, reporting support, and loan committee coordination. You’ll work closely with small
business owners, community partners, and internal teams to deliver high-quality borrower
experience and advance York County’s economic development priorities.
This position reports to the BLOOM Executive Director and works within a department of 4 and
an organization of 27. The role coordinates with internal finance and program teams and
supports loan/finance committee and related board functions as needed. As such, this position
must understand the nuances between economic development project management, public
financing, and small business lending and be willing to participate in meaningful work in support
of each team and the overall organization.
Essential Duties & Responsibilities
Small Business Lending & Pipeline Support
- Manage and grow a pipeline of prospective borrowers and referral partners; maintain
clear follow-up and next steps. - Support borrower intake and readiness. Package loan applications for internal review,
including financial analysis and loan committee presentation, ensuring accuracy and
timeliness. - Coordinate application progress across internal teams and communicate clearly with
borrowers throughout the process.
Portfolio Management, Compliance & Administration
- Track portfolio performance and maintain complete, well-organized borrower files
(payments, covenants/requirements, borrower updates), ensuring documentation meets
program policies and regulatory requirements. - Support loan administration, reporting for lending activity (pipeline, approvals,
disbursements, repayment status) and recommend process improvements. - Provide board/committee administration support, including agenda packets, minutes,
and action-item tracking. - Perform other duties as required to support team and organizational goals.
Outreach, Partnerships & Community Engagement
- Build relationships with community partners to expand referrals and strengthen
BLOOM’s visibility and trust. You are passionate about seeing public–private partnership
efforts come to fruition and take pride in connecting people and resources to make them
succeed. - Represent BLOOM / YCEA at community events, workshops, and meetings to expand
visibility and promote entrepreneurial development services. - Support and/or deliver workshops, classes, bootcamps, and event-based outreach in
collaboration with partners and internal staff. - Capture and track outreach leads in a CRM or tracking system; convert interest into
scheduled advising or lending conversations.
General Requirements & Skills
Core Competencies:
- 1-5 years of relevant experience supporting small businesses, lending/loan
administration, economic development, and/or community initiatives. - A degree in Business, Economics, Finance, Project Management, or a related field
(preferred), or equivalent experience. - Comfort working with borrower documentation and financial statements; you can explain
financial concepts clearly and respectfully to business owners. - Clear written and verbal communication skills and a customer-service mindset.
- The ability to build trust and work well with diverse stakeholders, partners, volunteers,
and the public. - Working knowledge of lending/banking/finance and community development concepts
(or strong interest and ability to learn quickly). - You are a team player—doing the behind-the-scenes work that makes good things
happen for York County. - You’re comfortable managing multiple priorities, meeting new people, and working with
an extroverted, mission-driven team. - You are a connector who thinks creatively about partnerships that expand BLOOM and
YCEA’s reach, impact, and visibility.
You are a confident, empathetic professional who enjoys supporting entrepreneurs in
reaching their potential and providing candid, constructive guidance when it’s needed.
Bonus if you have:
- Prior credit analysis, underwriting support, CDFI/community lending, or grant
compliance/reporting experience. - Bilingual proficiency (English/Spanish).
- Experience supporting workshops, outreach, marketing, or storytelling that engages
entrepreneurs. - Comfort working in a hybrid environment and supporting occasional evening/weekend
events.
