Position Summary

The Chief Deputy Treasurer is appointed, as an at-will employee, reporting directly to the County Treasurer.  This position is established by the county code section 806("...who shall perform such duties as shall be prescribed by the county treasurer") and is responsible for carrying out the duties of the County Treasurer in their absence.  This professional management position requires exceptional knowledge in office administration with sound decision making abilities in the areas of customer relations: problem analysis and resolution; accounting; computer systems; staff management and motivation; employee development and training.

Essential Duties and Responsibilities

  • Directs the activities of the Treasurer's Office in order to maintain an orderly work flow and a positive working environment for staff.
  • Perform functions of and represents the County Treasurer in their absence.
  • Enforce policies and procedures as directed by the County Treasurer.
  • Responsible for personnel matters, including selection and interviewing of candidates for employment, hiring, firing and employee performance evaluations.
  • Responsible for the scheduling of staff and work assignments.
  • Responsible for employee orientation, training and supervision of staff for customer service duties including: sale of licenses for dog, bingo, small games of chance, fishing, hunting, furtakers and sportsman's firearm permits; tax collection.
  • Responsible for employee orientation, training and supervision of Second Deputy Treasurer.
  • Audits reports prepared by staff including: Daily Sales Reports, statistical reports for all licenses sold and monies collected, state reports and license products.
  • Prepares monthly remittance reports for County Controller's Office.
  • Responsible for banking transactions, including: processing ACH wire transfers, fund transfers between York County accounts and verification of incoming wires and direct deposits.
  • Ability to convey information to internal and external customers, partners and co-workers in a clear and understandable manner.
  • Monitors Countywide Cash position.
  • Compiles information regarding investment opportunities and makes investment recommendations to the Investment Committee.
  • Schedules and conducts periodic staff meetings.
  • Responsible for inventorying and ordering office supplies.
  • Supervises the maintenance of records, licenses, and tags for state and county conducted audits.
  • Prepares and maintains documentation of file records, as required by state law, for periodic transfer to the County Archives.
  • Serves as a problem solver for staff members.
  • Responsible for opening procedures, and processing of mail twice daily.
  • Chief Deputy is responsible for general ledger adjustments as required by bank statement reconciliation and verification of bank balances.
  • Responsible for reconciliation of Treasurer's bank account.
  • Prepares custom correspondence for the County Treasurer's signature.

  • Other reasonable duties as assigned by Supervisor.

Essential Requirements

  • Must possess a Bachelors Degree in Business Administration or equivalent knowledge and job experience.
  • Requires a through knowledge of applicable state laws and county ordinances; including the state dog law, bingo law, small games of chance law, tax collection law, Fish and Boat Commission Regulations, Game Commission Regulations, County Hotel Excise Tax and County Real Estate Tax ordinances.
  • Requires exceptional knowledge in office administration with sound decision making abilities in the areas of customer relations: problem analysis and resolution; accounting; computer systems; staff management and motivation; employee development and training.
  • Ability to operate a personal computer and utilize software including: Microsoft Word, Microsoft Excel, Microsoft Access, Microsoft Outlook, Community Plus (cash receipting and licensing), PALS (PA hunting and fishing licenses), Online Dog Licensing, iasWorld (tax) and BOSS (Fulton Bank on-line banking).
  • Ability to use the following office equipment: telephone, fax, PC, laser printer, calculator, photocopier, scanner and filing system.
  • Must have valid PA driver license and reliable automobile available for field visits.
  • Must have knowledge of York County's townships, boroughs and major highways and road system.
  • Must have ability to read a map and navigate from directions.
