Description

Direct, supervise and support the licensed clinical health staff in delivering high quality public health clinic services to residents of the City of York. Build and maintain relationships in the community and with other health care providers; supervise licensed clinical personnel; develop clinical and personal health service policies; prepare and review reports. Establish and report on goals; work with other staff to coordinate emergency preparedness training and workforce development of licensed staff; present public health information to the public and communicate effectively with local health care providers. Ensure HIPAA and 340B compliance in all clinic programs.

Direct licensed clinical staff to provide high quality public health clinical services by:
• Staffing with qualified personnel
• Develop, update, and implement Bureau clinical policies and protocols.
• Assure adherence to state and federal guidelines and clinical practices.
• Train clinical staff on programs and services
• Communicate with state, local and/or national partners regarding outbreak of communicable diseases.
• Maintain compliance with Lab license
• Work with Clinical Program Manager to ensure clinic services align and meet grant requirements.

Ensure compliance with state and federal programs/requirements for clinical services:
• Ensure compliance with 340B program
• Review and update 340B manuals as necessary

• Follow contract guidance for clinical services in contracts with requirements for licensed clinical services.
• Maintain current and up to date on public health clinical guidance.

Ensure HIPAA compliance by:
• Serve as the HIPPA compliance officer
• Develop or create a HIPAA compliance policy program
• Train staff annually to ensure understanding and compliance for all staff
• Review and update HIPPA policies annually
• Attend relevant HIPAA conference training to ensure up-to-date and accurate information and policies

Establish and maintain relationships in the Community by:
• Communicate with local health care providers
• Participate and collaborate with community members on local coalitions task forces/committees to improve the community’s health.
• Represent the City of York at local, state or national meetings
• Develop new or existing partnerships for public health services within the community

Supervise Clinical Personnel by:
• Conduct performance evaluations of licensed clinical staff
• Review activities of licensed clinical staff
• Conduct or arrange staff meetings or trainings
• Coordinate with other staff for emergency training of clinical staff and workforce development
• Assume leadership role in goal setting and service planning for clinical and personal health services.

Miscellaneous duties:
• Precept student nurses, medical students and residents
• Assess inventory needs
• Consult with Medical Director on clinical issues/concerns
• Participate in emergency preparedness training and exercises.
• Assure staff are trained and competent in trauma informed practices and cultural competency.
• Collaborate with other health bureau staff regarding programs and services impacting health in the community
• Other duties as assigned.

General Requirements & Skills

Excellent communication and organizational skills, and attention to detail;

• Ability to interact appropriately and effectively with a wide range of persons;

• Candidates should have strong critical thinking skills, excellent English language skills, including composition, grammar, and public speaking;

• Computer skills are necessary and should include the ability to access and navigate various databases and software programs following training

• Flexibility, professionalism, managing multiple projects are valued attributes

• Equally comfortable working individually and within a team environment that emphasizes interdisciplinary collaboration in a dynamic urban health department

Bachelor of Science in Nursing, Registered Nurse preferred.

Current PA Nursing License – RN or LPN

Registered Nurse with two (2) years of community health nursing experience or three (3) years of supervisory experience.
LPN with five (5) years of greater experience

Valid Class C driver’s license issued by the Commonwealth of Pennsylvania

This position is subject to Article 165.07, Residency Requirements, of the Administrative Code of the City of York, which states that as a City employee you are required to reside in the City within 6 months from the first date that you achieve permanent employment status. However, due to the current declared state of emergency due to the COVID-19 pandemic, The Mayor has issued an Executive Order waiving the residency requirement of Article 165.07 for positions in the York City Health Bureau. Therefore, you will be required to comply with the residency requirement of Article 165.07 by the later of 6 months from the first date that you achieve permanent employment status or within 6 months from the date that the current declared state of emergency is lifted.
