This position is a position within the unit responsible for ensuring the DRS clients compliance with all aspects of the support orders entered by the Court by utilizing all available enforcement remedies as provided for rules, statutes and regulations that govern the child support process. The person in this position is required to provide excellent service to internal and external customers.

All duties are done in compliance with State law and rule and meet the requirements of PACSES (Pennsylvania Child Support Enforcement System) and Domestic Relations procedures as well as local Court policies and procedures. This is a bargaining unit position.

General Requirements & Skills

 

Essential Duties and Responsibilities

  • Provide single, long-term point of contact in support cases. Fielding and responding to all enforcement inquiries related to a case from clients/authorities and other interested parties;
  • Take appropriate enforcement action/resolve disputes on inquiries received via daily mail, fax, phone, or direct client/attorney contact;
  • Proactively process cases/orders and monitor case status/client compliance through the PACSES system (including but not limited to mail alerts, demographic updates, delinquency reports, PIM, etc.);
  • Conduct Expedited Contempt conferences and issue an order that imposes sanctions, make a finding of Contempt or other appropriate dispositions through PACSES;
  • Prepare cases involving ECC disputes for appeal hearings;
  • Monitor and review cases prior to compliance Court hearing and cancel, as appropriate;
  • Make appropriate case/action referrals to clients/authorities/co-workers;
  • Perform audits of the financial support records and resolve payment discrepancies, as needed;
  • Prepare cases, including a Court summary and sentencing recommendation, for Court hearings (contempt, compliance, and probation violations hearings);
  • Attend Court hearings as a representative of the Domestic Relations Section;
  • Preparation and presentation of cases before the Court for individuals arrested on DRS bench warrants, ensuring clients are seen within the 72 hour requirement of the warrant being served;
  • Responsible for serving bench warrants on individuals when they appear in person at the DRS;
  • Addressing all follow up action once the Court has addressed the warrant, including by not limited to, notifying the prison, notifying the fiscal department of bail requirements, notifying all parties of any action taken and any subsequent Court date;
  • Acceptance of purge/bail monies from clients in Court, as required;
  • Main point of contact for prison staff/Sheriff's Department inquiries regarding incarcerated DRS clients;
  • Process Court notes and demographic updates in PACSES, as necessary;
  • Conduct detailed enforcement interviews with plaintiff's in cases where routine enforcement fails to produce needed results;
  • One Officer's duties are limited to performing all functions related to Financial Institution Data Match (FIDM), which includes the freezing/seizing of a defendants assets, IRS/State tax intercepts, Child Support Lien Network, which includes the interception of insurance claims and, other various enforcement tools available
  • Assist parties in accomplishing their goals of obtaining support and complying with the orders entered, while not providing legal advice.
  • Complete duties in accordance with written procedures for unit.
  • Complete monthly file management assignments.
  • Carry out required case file management system tasks to ensure ease of file location for all office workers.
  • Maintain and submit required monthly statistical reports on work activity.
  • Demonstrate proficiency with general and duty-specific portions of PACSES system.
  • Comply with all system and office security and safety procedures and confidentiality requirements
  • Attend overview and topic specific training at PACSETI (PA Child Support Enforcement Training Institute) or other relevant trainings as required to enhance work performance.
  • Assist with special projects as needed.
  • Other reasonable duties as determined by management

Essential Requirements

  • Must possess a bachelor' degree from an institution accredited by the US Department of Education.
  • Must possess excellent organizational and time management skills.
  • Must possess effective communication skills, both verbal and written, which includes the ability to interact in a congenial and responsible manner.
  • Ability to maintain control in a highly charged, stressful environment.
  • Must be able to perform basic mathematical calculations (addition, subtraction, multiplication, division, percentages) either manually or using a calculator.
  • Ability to type, spell and punctuate accurately.
  • Ability to apply interpersonal and problem-solving skills with clients and other agencies.
  • Ability to effectively manage one's time so that all tasks are completed within established time standards.
  • Ability to work within the organizational structure (chain of command); adhere to and support the policies and procedures of the County and/or court.
  • Ability to establish and maintain a professional demeanor with staff, representatives of other offices, the Court and the public.
  • Must be able to provide exceptional customer service to both internal and external clientele.
  • Possess excellent team work and interpersonal skills.
  • Ability to lead and direct personnel within the unit to accomplish the goals of the unit.
  • Bi-lingual skills are not required, but are considered a plus for a candidate.
  • Familiarity with operation, daily maintenance of office equipment (personal computer, printers, copy and fax machines, etc).
  • Must pass Criminal Background Investigation.
  • Must pass Drug test.
