Description:
The PE will be involved with the administration of the District's PCSM delegation agreement with PA DEP, the PA Clean Streams Law, Chapter 102 Erosion and Sediment Control Regulations and Chapter 92 - National Pollutant Discharge Elimination System (NPDES) permitting program for Stormwater Discharges from Construction Activities.  The primary focus of this position is to provide completeness and engineering reviews of Post Construction Stormwater Management plans submitted to the District in order to ensure the PCSM plans meet Chapter 102 and NPDES permit requirements for rate, volume, and water quality and to protect public safety.  The PE will also provide engineering assistance and technical training to District E&S staff, assist with PCSM-related site inspections, and assist with education and outreach efforts including investigation and resolution of stormwater-related complaints.

This position functions with independence at the direction of the Assistant Manager for Programs. To perform the duties of this position occasional evenings, overnight travel and weekends will be required.
Work is assigned in the form of goals, objectives and priorities and the employee exercises considerable freedom in scheduling and completing work. This position also supports other natural resource related programs of the conservation district including environmental education, stormwater management, watershed protection,  Ag conservation best management practice design and water quality management.

Responsibilities:

• Conduct the completeness through engineering-level review for PCSM plans for all individual NPDES permits and for critical general NPDES permits submitted to the District to determine compliance with applicable regulations and guidelines in close coordination with District, Municipal & DEP Region & Central Office staff.
• Attend pre-application meetings, perform plan review site visits and conduct site inspections related to PCSM BMP implementation and acknowledgment of Notice of Terminations (NOTs) for the above referenced NPDES permitted projects.
• Assist with general public and regulated community education and outreach efforts including investigation and resolution of stormwater-related complaints.
• Provide technical and engineering assistance to District staff on issues relating to E&S and PCSM  plan reviews, watershed management, and Ag BMP design.
• Have familiarity with traditional and emerging engineering practices including erosion and sedimentation, post construction stormwater, and agricultural practices, and all applicable local, state, and federal laws and regulations
• Be knowledgeable of commonly referenced regulations, in particular the Pennsylvania Clean Streams Law, Chapters 91 (Manure Management), 102 (Erosion and Sedimentation Control), 105 (Dam Safety and Waterway Management), and Act 38 (Nutrient Management).
• Develop firm understanding of local municipal ordinances, including Act 167 and MS4.
• Assist in the development and implementation of E&S, PCSM, NPDES, stormwater, stream encroachment, watershed restoration, agricultural conservation and wetlands workshops, trainings, field days, and other outreach efforts to all sectors of the regulated community, and to local, state, and federal cooperating agencies.
• Participate in regional and statewide conservation programs and continuing education trainings related to erosion and sedimentation, post construction stormwater, and agricultural programs.
• Prepare monthly and quarterly reports to the District Manager.
• Interact in a calm and professional manner with often difficult and uncooperative individuals or groups either in the office or alone during complaint investigations and site inspections throughout the county including remote areas of the county lacking cell phone access.
• Assist the District Manager and Assistant Manager for Programs in documenting violations and processing enforcement actions under the District's Level III delegation agreement with DEP and when necessary referring appropriate cases to DEP for enforcement action.
• Testifies as a material witness before district magistrate, Environmental Hearing Board or the courts when necessary.
• Become familiar with and conduct visual site inspections of PCSM BMPs.
• Become familiar with the use of computer programs used in the development and design of agricultural plans and best management practices, such as PracticeKeeper.
• Maintain accurate records and files as required.
• Ability to communicate effectively verbally and in writing to a wide range of individuals.
• Be able to work throughout York County.
• Provides input for Probationary and Annual Evaluations of technical program staff and program office support staff.
• Provides input on program policies as well as district policy development.
• Become familiar with cooperating agencies and refer resource problems to the appropriate county, state or federal agency.
• Participates in meetings with legislators, local government officials, special interest groups, citizens and members of the media to explain the program and resolve issues and problems.
• Represents the County Conservation District at public hearings and meetings involving the NPDES permit or E&S plan.
• Assist in other natural resource related educational topics (ex. Envirothon events).
• Must be in good health and demonstrate emotional stability.

• Hours worked will include occasional evenings, overnight travel and weekends.
• Other reasonable duties as assigned by supervisor.

Requirements:
EDUCATION and EXPERIENCE

• Possess a BS in Civil, Agricultural and/or Environmental Engineering from an accredited college or university
• Have at least 5 years of experience in post construction stormwater management, natural resource conservation or similar fields
• Must be a registered Professional Engineer in the State of Pennsylvania or have the ability to become registered within 6 months of employment.

LICENSE and SKILLS

• Must possess PA driver's license and a clean driving record.
• Must be a minimum of 21 years of age.
• Ability to mentor and train co-workers in the fundamentals of sound stormwater management and erosion and sedimentation control principles
• As a condition of continuing employment the individual must be able to obtain a cell phone service contract by the end of their probationary period. This position requires using a cell phone for relaying pertinent information and assessing the location and safety of staff while in the field. (A stipend will be provided by the County to help offset the monthly expense)
• Have a working knowledge of the State's Chapter 102 Erosion and Sediment (E&S) control.
• Have a working knowledge of the National Pollution Discharge Elimination System (NPDES) permit program & Post Construction Stormwater Management (PCSM) for construction site stormwater runoff control.
• Ability to learn and adapt quickly to constantly-changing PA DEP and US EPA Standard Operating Procedures, electronic reporting requirements, permit forms/applications, and other program guidance and regulations and be able to communicate the information to all members of the regulated community in plain language.
• Become familiar with agricultural practices and operations and work with District Ag staff to oversee and design agricultural Best Management Practices.
• Understand and apply the District's E&S plan review and inspection fee schedule.
• Must be able to function independently and have flexibility, personal integrity and the ability to work effectively with constituents, personnel, consultants, engineers, contractors, developers, farmers and support agency personnel.
• Have a working of the State's Dirt & Gravel Road maintenance program.
• Ability to read, interpret, and evaluate engineering and surveying plans and specifications submitted by consultants, developers, and landowners.
• Be of algebra, geometry and trigonometry and have skill in numerical and verbal reasoning.
• Ability to apply the principles and methods of the physical sciences for technical engineering problems.
• Ability to perceive mechanical, physical and spatial relationships.
• Be knowledgeable of computer operation, audio visual equipment and digital camera.
• Ability to deliver effective presentations and training sessions for a wide range of audiences, including municipal officials, consultants, developers, landowners and the public.
• Ability to establish and maintain effective working relationships with coworkers, legislators county and municipal officials, consultants, developers, planners,the public and members of the media.
• Ability to be subjected to frequent interruptions, to multi-task, and still complete assigned work duties within PA DEP delegated timeframes.
• Must have patience, tact, a cheerful disposition and enthusiasm, as well as the ability to handle a wide range of individuals.Conflict resolution skills are required.
• Must be able to see and hear or use prosthetics that will enable these senses to function adequately to assure that the requirements of this position are fully met.
• Be familiar with the provisions of the State's Chapter 105 Dams Safety & Waterways program and Act 167-Stormwater Management Act.
• Knowledge and use of digital photography
• Be knowledgeable of York County soils and the use of soil survey.
• Ability to make independent decisions when circumstances warrant such action.
