Description

The Facilities Manager is a supervisory position that reports directly to the Warden. This position is responsible for the overall management of the maintenance staff and is in charge of the maintenance of approximately 600,000 square feet of space. In addition, the Facilities Manager coordinates all new construction and building projects. The Facilities Manager must ensure regulatory compliance plus the proper operation of all aspects of the building to create an optimal safe and cost effective environment for the building occupants.

Essential Duties and Responsibilities

  • Communicate between contractors and Prison Administration
  • Supervise maintenance staff to include interviewing, hiring, terminations, and work assignment.
  • Training of maintenance staff on Facility operations, infrastructure, and safety practices.
  • Direct and oversee weekly mechanical room, equipment, and emergency power generator inspections and testing. Maintain all records as directed by ICE standards.
  • Responsible to direct the repair of malfunctioning equipment to the extent of the expertise of the maintenance staff; otherwise arrange for outside authorized repairmen to perform needed service
  • Evaluate services of outside vendors as well as maintenance staff and ensure that all needed repairs have been made in a satisfactory manner.
  • Responsible to allocate request to ensure the safety and security of the facility.
  • Ensure compliance with all National Detention Standards for ICE as well as standards required by the Pennsylvania
  • Department of Corrections under Title 37 and develop action plans for any standards that are not met.
  • Oversee preventative maintenance in the facility as needed.
  • Negotiate service contracts with vendors.
  • Oversee and inspect all specifications of contractor performance.
  • Coordinate the design, planning, and logistics of all construction projects.
  • Communicate with outside agencies such as County Engineers and Springettsbury Township.
  • Inventory, classify, and store all construction documents.
  • Ensure all as-built construction drawings are accurate and complete.
  • Direct and coordinate all utility repairs and new construction utilities based on construction documents.
  • Solicit bids for major repairs in accordance with the County Policy.
  • Ensure testing, maintenance, and proper operation of all emergency equipment, such as emergency generators, fire control panels, smoke/heat detectors.
  • Oversee inventories, inspections, and proper testing of all life safety equipment.
  • Schedule required testing of all boilers and elevators maintain certifications of said equipment.
  • Maintain inventories, continual control and accountability of all tools, including maintenance implements, culinary utensils, medical and dental instruments to insure the safe and orderly operations of the facility.
  • Maintain all facility vehicles to insure safe operations and regular maintenance.
  • Oversee all laundry operations and training of inmate laundry workers.
  • Responsible for Inmate training regarding general housekeeping, chemical use and the use of personal protective equipment.
  • Assign duties to minimum-security inmates who maintain the prison grounds.
  • Oversee all aspects of housekeeping and facility sanitation, trash removal, and cleaning schedules.
  • Responsible for all purchases, storage, disbursement, and use of all chemicals. Keep complete and accurate inventories of all chemicals at all times in accordance with Detention standards.
  • Purchase and inventory all maintenance related parts and tools.
  • Responsible for a complete and accurate inventory of all spare locks, lock parts and keys as directed by the ICE Standards.
  • Keep a current locksmith certification in accordance with the ICE standards.
  • Oversee door lock maintenance and key operations performed quarterly. Direct any action needed for proper lock operation. Maintain a current key log in regards to broken or destroyed keys.
  • Responsible for the purchase, storage, and inventory of all inmate personal hygiene items, clothing, mattresses, and bed linens.
  • Communicate with the Deputy Wardens and Supervisory staff with regards to facility related issues and logistical needs.
  • Prison Representative to the County's Safety Committee and Fleet Management Safety Committee.
  • Other reasonable duties assigned by administration.

Essential Requirements

  • Minimum of a high school diploma with some post-secondary technical training, certificates of completion in technical courses deemed applicable to the requirements of the position, and demonstrated efforts in continuing educational programs.
  • A minimum of five years of experience in a supervisory position in facilities management
  • A minimum of five years of experience in the operation and maintenance of automated building systems, including fire alarm systems, sprinkler systems, energy management systems, security systems, data and telecommunications systems and audio visual systems.
  • Experience with various correctional standards is preferred.
  • Experience in a variety of trades including electrical, mechanical, heating, ventilating and air conditioning, control systems, appliances, and general carpentry.
  • Must be able to supervise a variety of service contracts by outside contractors, vendors and suppliers including scheduling and coordination.
  • Ability to read and comprehend architectural and engineering plans and technical drawings as it relates to the operation, maintenance, and repair of facilities.
  • Competent in the use of personal computers for various functions including email, word processing, spreadsheets, scheduling, record keeping and interface with automated building systems.
  • Familiar with standard practices regarding interviewing, hiring, training, disciplining, and terminating employees.
