POSITION SUMMARY

Responsible for carrying out the administrative order and support order modification process of the Domestic Relations Section and to provide exceptional customer service to internal and external customers. All duties must comply with State laws and rules and meets the requirements at PACSES (Pennsylvania Child Support Enforcement System) and York Domestic Relations procedure.

ESSENTIAL REQUIREMENTS, DUTIES, AND RESPONSIBILITIES

  • Must posses a High School Diploma or equivalent
  • Familiarity with operation, daily maintenance and troubleshooting of office equipment, including one’s personal computer and its programs/interfaces, typewriter, laser printer, copy and fax machines, telephone and voice mail system.
  • Ability to interact with the public, other departments, offices and co-workers, whether in person, or by telephone, in a congenial, efficient, professional and responsible manner
  • Ability to effectively manage one’s time so that all task are completed with established time standards
  • Ability to learn general principles and procedures of duties, then extend those general guidelines to cover a variety of case situations
  • Ability to apply interpersonal and problem-solving skills with internal and external customers to achieve duties of position
  • Written and oral proficiency of the English language
  • Bi-lingual skills not required but considered a plus for any applicant
  • Ability to compose and type correspondence, forms, tables, schedules etc. using a personal computer word processing program and/or typewriter as necessary
  • Must be able to perform mathematical computations (addition, subtraction, multiplication, division, percentages) either manually or by using a calculator
  • Complete preliminary work on daily referrals to unit, within ten days of the referral including assisting clients by appointment upon request, evaluating the case for hold, termination of income attachment and sending questionnaires/correspondence to clients/other support related agencies requesting information or verification of certain events or requesting that certain actions be taken
  • Monitor cases for replies from parties, attorneys, or other support agencies by specified deadlines. Based on replies, or lack thereof, take the next appropriate case action
  • Prepare and process administrative orders of modification, conversation, redirection, suspension, reinstatement, credits, incoming registrations, incoming/outgoing transfers and closures of York interest where joint support conference is not necessary to resolve the request of the moving party or need for action, within 15 days of the date that sufficient information is in the working file to take the necessary action.
  • Carry out the federal case closure process in qualified cases
  • Carry-out the proactive emancipation process utilized by York County Domestic Relations
  • Carry out the automatic three-year review process on assigned caseloads.
  • Prepare, mail and monitor petition for modification filed to other states for resolution (typically checking the case every 30 days for an update). Mailing of the petitions to the Central Registry of the other state should be accomplished no later that 5 working days after the filing of the petition.
  • Screen remaining loose mail at the end of each work day to ensure holds, if necessary, are placed on accounts as soon as possible
  • Complete all follow-up work necessary after the entry of an administrative order
  • Review and process all correspondence related to specific administrative-modification unit work within 10 working days of receipt of correspondence.
  • Make weekly referrals to the Establishment Supervisor on cases where non-monetary orders or suspensions due to incarceration may be entered
  • Prepare cases for de novo hearing, when a demand is received on an administrative order or modification order processed by the unit.
  • Complete the Modification Fee process during weekly assigned coverage
  • Complete Walk-In/Co-worker Question coverage during weekly assigned coverage.
  • Process unit-related orders received from other states.
  • Forward Petitions for Amendment to clients by mail upon request.
  • Carry out the Medical Support Enforcement remand process on relevant cases.
  • Complete special projects as time in work schedule permits, including but not limited to the OOS Case Report, Pending Modification DIT list, the MINS project, and various Case Closure Reports.
  • Manage the boxing of dead cases, generation of dead case box listings and entry of the listings in the Archive Box Library.
  • Perform, when required the duties of the Administrative-Modification Unit Appeal Secretary.
  • Demonstrate proficiency with general, duty-specific and duty-related portions of the PACSES system
  • Complete monthly file management assignments
  • Maintain and submit required monthly statistical reports on work activity
  • Carry out required Case File Maintenance System tasks to ensure ease of file location for all office workers
  • Respond promptly and appropriately to all telephone inquiries
  • Comply with all computer and office security, safety procedures, and confidentiality requirements
  • Attend periodic training about PACSES, the support system or other relevant topics to enhance work performance
