Position Summary

The Park Ranger II is to provide a safe and controlled atmosphere for family recreation within the York County Parks (11 parks with over 4,300 acres of land/water and 1.425 million visitors annually).  To enforce park rules and regulations, attend court hearings, address safety, security and public relation duties for park visitors and employees and other related functions as required to protect and preserve life and property of the York County Parks.

Essential Duties and Responsibilities

Must be in good physical condition and of a psychological state.   Must successfully pass physical (including a lifting test) and psychological examination, drug urinalysis, and possess a valid PA driver’s license.  This is a condition of employment and throughout employment.
2.         Full-time ranger shall be qualified under Act 235 Lethal weapons or must acquire ACT 235 certification within one hundred eighty (180) days of employment start date.
3.         Establish and maintain cooperative and cordial relations with the general public, private agencies and local law enforcement officials to preserve law and order within York County Parks and designated County of York properties.
5.         Prepare and maintain accurate reports, S.O.P. (directives, details…) and records.
6.         Document and address public complaints, inquiries and questions.
7.         Patrol park grounds in motorized vehicles, boats, all-terrain vehicles, mountain bikes, and on foot; creating an omni-presence to deter criminal and/or harmful activity or as assigned by the Chief Ranger or Director to other non-park areas.
8.         Perform safety and security inspections of park property, recognizing and implementing preventative or corrective measures, informing the Park Director or Maintenance Superintendent of action needed; taking immediate action to abate obvious hazards to the general public.
9.         Provide first aid, AED and CPR, as certified, fight fires, execute water rescue, ice rescue, and search and rescue operations; notifying authorities in emergencies.
10.       Perform a variety of public relation functions and give public presentations to various groups, organizations, educational institutions, etc.
11.       Qualify (as per S.O.P. Firearms policy) with division issued handgun and shotgun and successfully complete qualifications as determined by Firearm Instructor. (refer to S.O.P. #18 – Firearm Policy and County of York Ordinance #2003-11)
12.       Provide safety, security and traffic control at park related functions and special events and supervise assigned volunteers.
13.       Deliver daily mail, department receipts and other correspondence or supplies to the appropriate areas.
14.       Responsible for and collects all park system currency and provides armed security for the same and transport to designated facility (bank, Treasurer’s Office…).
15.       Perform assigned Ranger details as instructed.
16.       Possess general knowledge of local trees, plant life, wildlife and fishes.
17.       Participate in training as required.
18.       Cooperate with representatives of overlapping law enforcement agencies and political jurisdictions as needed.
19.       Overseeing and addressing trash and sanitation requirements as needed.
20.       Must be certified in basic first aid, CPR, AED and Narcan.
21.       Must be knowledgeable and understand the operation of the York County
Emergency Management radio system and follow proper procedures and
guidelines on its use.
22.       Must be able to operate desktop computer, copier, other standard office equipment and in the use of Parks social media accounts.
23.       Be knowledgeable and accomplished in performance of Park Ranger I duties.
24.       Other duties as assigned.

Essential Requirements

- Individuals within the position shall be twenty one years of age or older.
- Must possess a high school diploma or equivalent.
- Must possess or acquire ACT 235 within 180 days of employment start date and must successfully re-qualify on a regular basis.
- Park Ranger II is a sworn law enforcement officer and must proficiently comprehend and enforce Park ordinances, rules and regulations.
- Must successfully complete Park Ranger training standards as established in the Ranger Unit S.O.P manual including self-defense tactics, OC spray, emergency rescue.
-  Must be able to react quickly and calmly to emergency situations and must possess good communication skills.
