This employee is a para-professional working within the Intake Unit of the Department of Probation Services Adult Office. Work includes a significant degree of contact with probationers, parolees, Court related agencies, treatment providers, and the public. Major responsibilities include conducting an intake interview and/or initial investigation, review and assessment of individuals as they are processed through the court system, reviewing the conditions of supervision, completion of risk and needs assessment tools including the ORAS, mental health, domestic violence and lethality assessments, assignment of clients to specific caseloads, scheduling of the initial appointment with the assigned probation officer and making referrals for treatment or special conditions based on the Court Order. Additional responsibilities include monitoring administrative level probation cases for compliance using the Web Reporting Portal of the Offender Case Management System and preparing all essential paperwork for the monitoring of those cases. This position will be responsible to complete jail intakes and work one late evening per week in order to accommodate late intakes.
General Requirements & Skills
- Interview newly sentenced, incarcerated or paroled individuals to explain probation and/or parole requirements and processes, ascertaining personal data about the client and securing clients’ agreement to rules and regulations. Intakes will be conducted at both the Adult Probation Office and the York County Prison. Intake Officers will be assigned to cover jail intakes on a rotating basis.
- Assign clients to specific probation officers based on geographic assignment, specialized caseload and/or rotation for city and transfer caseload, setting up appointment for client with probation officer and forwarding information to probation officer.
- Determine if special conditions are ordered by the Court and facilitate initial referral to appropriate agency.
- Complete initial ORAS Community Supervision Screening Tool (CSST) or the ORAS Jail Supplemental Reentry Tool (SRT).
- Complete other assessments such as mental health, domestic violence lethality, etc.
- Create the offender in the Adult Probation Offender Case Management System. Enter and verify address and other essential information per the UCM Intake Policy, including sentence computations, special condition information, credit time and probation maximum expiration dates, etc.
- Enter intermediate punishment offenders in the CIPP database.
- Maintaining case appointments within the Offender Case Management System.
- Locate and engage offenders who fail to report for intake following sentencing utilizing various Penn Dot, JNET, etc. If unable to locate the defendant, assign the case to the appropriate regionalized or specialty officer.
- Complete transfer packets on clients not living within the county.
- Monitor approximately 200+ offenders of administrative level probation cases for compliance with Court ordered conditions using the Web Reporting Portal of the Offender Case Management System
- Prepare all essential paperwork for the monitoring of these cases such as supplemental sentencing information, violation reports, case closing and early termination paperwork.
- Attend all required Probation Services or other applicable trainings.
- Performing related work as required.
- Representing the department professionally to the public.
- Nontraditional hours to accommodate client schedules are mandated as a part of this position.
- Other duties as assigned.
- Associates Degree is required or a high school diploma and four years’ experience in criminal justice or a combination of experience and training. The candidate must pass all clearances as outlined in the Child Protective Services Law and a pre-employment drug screen.
